The Zambia National Road Tolling system has been described as one of the best tolling models in the region with over 20 African countries having undertaken study visits to Zambia to pick on the ground knowledge and experiences on road tolling operations.
Visiting Zimbabwe National Road Administration (ZINARA) Director Revenue Operations Ms. Patience Shuro says Zambia’s National Road Fund Agency (NRFA) had put strong internal systems and controls in revenue collection which Road Funds in Africa were now emulating.
Leading a four-member delegation, Ms. Shuro paid tribute to the Road Sector in Zambia for embracing Public Private Partnerships in road financing as it was the best way of developing the road network outside government budgets.
She says ZINARA had decided to undertake the exchange visit to Zambia to primarily learn on policies, strategies and mechanisms for preventing and combating corruption through the Agency’s Integrity Committee as well as sharing approaches to reducing revenue leakages and unethical behavior within the Road Fund.
And NRFA Acting Director/Chief Executive Officer Mr. Daniel Mtonga said Zimbabwe was one of the countries NRFA benchmarked from before commencing Zambia’s road tolling program and called on the two sister road funds to continuously exchange best practices in the mobilization and judicious application of the road fund for road infrastructure development.
He said the NRFA had institutionalised the fight against corruption by forming an Integrity Committee at the Agency under the guidance of the Anti Corruption Commission( ACC).
Mr. Mtonga said NRFA had structured ZINARA’s exchange visit to include presentations and learning points from the ACC, Zambia Revenue Authority (ZRA) and the Road Transport and Safety Agency (RTSA).
